CHAIRPERSON OF THE CARIBBEAN AND CENTERL AMERICA WORLD REGIONAL OFFICE OF THE IACP

I am delighted to welcome you to the Home– Page of the Caribbean and Central America World Regional Office of the International Association of Chiefs of Police. For some time now, world peace, security and our general quality of life have been severely undermined by criminals exploit technology and other developments to engage in nefarious practices such as Drug Trafficking, Human Trafficking, the illegal sale and use of firearms and Terrorism. It is therefore imperative for us in the law enforcement community to continue to develop strategies, policies and initiatives that will continue to ensure public confidence in our ability to effectively address these challenges. The International Association of Chiefs of Police (IACP) provides an excellent platform for the international policing community to engage in the cross fertilization of ideas, pursue training opportunities and advance the noble profession of policing through evidence based research. I, therefore, challenge you to join the Membership of the IACP we continue to pursue the critical objective of creating a safe and secure global environment.

Regional Chair Biography

Darwin Coleridge Dottin was appointed Commissioner of Police on September 7, 2003. He has responsibility for all matters and security of the island as the Royal Barbados Police Force is a national Police Force. The current composition of the Force is 1,437 regular officers, 91 Special Constables and 332 civilian employees.

Commissioner Dottin began his policing career on October 10th, 1971 as a Constable and served in almost all departments of the Force. He has accumulated a vast range of experience from his attachments to departments such as the Special Branch, Criminal Investigation Department, Department of Research and Development, the Court Prosecutors Office and the Uniform Branch. His command assignments included: Divisional Officer in charge of the Criminal Investigations Division, Divisional Officer in charge of the Bridgetown Division, Assistant Commissioner of Police – Crime and Assistant Commissioner of Police- Administration. He has contributed significantly to the development of the Force. During his tenure as Assistant Commissioner – Crime, he was responsible for the formation of the Rapid Response Unit and was also instrumental in the implementation of the National Burglary Reduction Programme.

In 1995 Commissioner Dottin was seconded to the Regional Police Training Centre as Commandant. He served in that capacity until 1998. Commissioner Dottin is also the Director of Training. From 1995-1998 the Commissioner also served as Coordinating Secretary to the Association of Caribbean Commissioner of Police.

Commissioner Dottin is the eighth native Commissioner of the Royal Barbados Police Force. He is a graduate of the University of the West Indies and holds a Bachelor of Laws Degree with honours. He pursued his professional law studies at the Hugh Wooding Law School where he received the Legal Education Certificate. He is also an Attorney-at-Law and holds a Post Graduate Diploma in Applied Criminology and Police Studies from Cambridge University.

Commissioner Dottin is also a graduate of the Federal Bureau of Investigation (FBI) National Academy and the Police Staff Staff College, Bramshill of the United Kingdom. In 1995 he completed the overseas Command Course and in 2001 he completed the Strategic Command Course. His training included attachments to the Scottish Police College, North Umbria Constabulary, Merseyside Police Constabulary, Royal Ulster Constabulary (North Ireland) and British Gas, South Hampton, United Kingdom. At present, he is President of the Association of Caribbean Commissioners of Police. He is married and has three children.
