I am delighted to greet you as the Chairman of the Caribbean and Central America World Regional Office of the International Association of Chiefs of Police. The Caribbean and Central America World Regional Office comprises 24 police forces in the Caribbean and a number of police forces in Central America. We are committed to the goals and objectives of the IACP and we value our membership and association with, perhaps, the most influential grouping of law enforcement officials in the world. We are likewise committed to the further strengthening and development of regional cooperation to the benefits of our respective countries and to the entire World. We have benefitted significantly by our membership with the IACP and we have been able to better serve our respective communities as a result of our membership.
Crime is global in its scope and criminals are certainly not restricted by geographical boundaries. Recent international news headlines have clearly shown that countries in the Caribbean and Central America are not beyond this criminal reach. The availability and use of technology have extended the reach of criminal enterprises that perpetrate their nefarious deeds with, sometimes, perceived impunity across the globe. No country is immune. Notwithstanding, our ability to respond to the myriad of new challenges and global threats is enhanced by our willingness to embrace our law enforcement brothers and sisters across the globe and to leverage the tremendous capabilities that exists among those of us with comparative advantage in many areas of law enforcement. I firmly believe, therefore, that collaboration and the sharing of timely information and resources will continue to provide us the best opportunities of success against such evil forces.
I am proud to affirm our positive relationship with The International Association of Chiefs of Police (IACP) and to recognize its significant contributions to the policing profession. I, therefore, encourage you to join the Membership of the IACP as we continue to pursue the critical objective of creating a safer and more secure World.

Regional Chair Biography
Commissioner Ellison Edroy Greenslade currently serves as the President of the Association of Caribbean Commissioners of Police (ACCP). On the 4th January 2010, he was appointed the sixth Commissioner of Police of the Royal Bahamas Police Force since the Bahamas’ Independence in 1973. The Royal Bahamas Police Force is the National Police Force of The Bahamas and is comprised of 2,800 sworn officers, 950 Reserve Police Officers, and 320 civilian support staff. The Force has the responsibility for policing an archipelago comprised of 700 Islands and Cays scattered over 100,000 square miles of the Atlantic Ocean just off the coast of Florida, USA.
Commissioner Greenslade joined the Executive Management Team of the force upon being promoted to the rank of Assistant Commissioner of Police in July of 2000 after serving in a number of Divisional command positions. Upon promotion, in 2000, he was transferred to Freeport, Grand Bahama, where he led a team of 430 sworn officers, 120 Reservists, and 15 civilian support staff. During his tenure in The Northern Bahamas, he received national acclaim for his leadership role during the investigations into the mysterious disappearance of five young boys in 2003 and the search and rescue operations in the aftermath of hurricanes Frances (2004), Jeanne (2004), and Wilma (2005).
During the summer of 1979, prior to completing high school, Commissioner Greenslade enlisted into The Royal Bahamas Police Force as a recruit constable. In November, of the same year, he graduated at the top of his class thereby winning the coveted Baton of Honor. Upon graduation Commissioner Greenslade continued studies on a part time basis. He subsequently obtained an Associate’s Degree in Business Administration from The College of The Bahamas and went on to complete a number of executive level courses in professional studies in The United Kingdom, Canada, and The United States of America. These courses include: Senior Police Administration (SPAC – RCMP Canada in 1994), International Commanders programme – (ICP – Bramshill UK in 1997), International Strategic Leadership programme – (ISLP – Bramshill UK in 2005) and a wide range of Law Enforcement Courses in The USA. In 2008, he was seconded for one year with the Royal Canadian Mounted Police (RCMP) in Canada.
Commissioner Greenslade is the holder of a postgraduate certificate, in police management and criminal justice, from The University of Leicester, UK, and he also holds an MBA degree from The University of Miami with honors. Commissioner Greenslade is presently a doctoral candidate in organizational Management and leadership studies at the University of Phoenix, Arizona, USA.
Commissioner Greenslade has received several awards and honors throughout his career including The Queen’s Police Medal (QPM) for distinguished police service and the Prime Minister’s Above and Beyond award. He is also the recipient of the Police Force’s medals for meritorious service, long service, and good conduct. In 2003 he was selected Boss of The Year for the Island of Grand Bahama and in early 2006 received the communications and leadership award from Toastmaster International for exemplary leadership. In October of 2006, he was commended by His Excellency, The Governor General of The Commonwealth of The Bahamas for distinguished service in saving lives during a natural disaster.
Commissioner Greenslade has membership in a number of international organizations including The International Association of Chiefs of Police (IACP), The National Organization of Black Law Enforcement Officials (NOBLE), and The IACP Communications and Technology Committee. He is a Distinguished President with The Kiwanis Clubs of The Bahamas and received the Kiwanian of The Year award in 2005. He also serves as a member of the board of directors of Safe Bahamas, the Advisory Board of The Salvation Army, and the Board of Directors of the Royal Bahamas Police Force Dependant's Trust.
He is married and is the proud father of four sons and a daughter.
