IACP World Regional Office - Middle East and North Africa

It is my pleasure to welcome you to the website of IACP Middle East/North Africa (MENA) Regional Office in Doha, Qatar which is under my leadership since 2005.

The International Association of Chiefs of Police (IACP) as you know is a non-profit organization which aims to achieve security and stability in various parts of the world along with taking part to solve problems facing security and police sectors through exchanging expertise, experiences and information that can find out solutions and suggestions to reach best results through enhancing cooperation between chiefs of police around the globe.

We, the IACP MENA Regional office is also attempting to achieve the same goals of the IACP and we are also concerned to promote the memberships for the member states in the Regional office working together to improve the security and police duties in our region. Definitely, we are concerned with developing the quality of the police duty by marketing the programs and services of the IACP along with introducing the earned expertise from our joint efforts among other members.

So, we would like to invite all states under MENA region to become a member of the IACP so as to get benefited from the police expertise, studies, security researches and conferences organized by the IACP in different fields that can yield a modern concept of police and security tasks.

On this occasion, I have extreme pleasure to invite the chiefs of police and other senior police executives under our regional office to participate in the conference organized by the IACP in Doha between 17-19/11/2008 as the conference will be a great venue to discuss and consult about various issues related to security and police.

Before concluding, I wish that, the visitors of our MENA region website will get enough information about the IACP MENA regional office and its aims and objectives.

Regional Chair Biography

Staff Major General . Saad Bin Jassim Al Khulaifi is the Director General of Public Security (Chief of Police) in Qatar. He completed his Masters Degree in Military Science from leaders and staffs college, Egypt in 1990 and did his bachelors degree in Science of Internal Security Force from Riyadh, Saudi Arabia in 1979.

He has a wide range of professional experiences in the security and law enforcement field and in the safety maintenance as well. He started his career in the Qatari police force in 1978 joining the Emergency police section. He was appointed as deputy of section director since 13/5/1986. In 20/6/1986 he became the acting director of the section. He was then transferred to the operations and communications department and was appointed Assistant Director for operations affairs. On 25/11/1990 he was entrusted with the duty of Director of the department. On 15/12/1996 he was transferred to Public Guards Department and appointed as its Director. On 11/4/2001 he was transferred to the Coasts and Borders Security department to become the department's Director. Later on he was appointed as Assistant to the Director General of public security for Coasts and Borders Security on 20/2/2002.

He was appointed as acting Assistant Director of public security for security affairs in addition to his duty as Assistant to the Director of public security for Coasts and Borders Security since 2/6/2002. On 9/6/2004 he was appointed as Vice Chairman of the permanent security committee under the Ministry of Interior. On 26/7/2004 he was appointed as Vice Chairman of the permanent committee for drugs and alcohol affairs and appointed as acting Assistant Director General of public security on 1/1/2004. On 1/8/2004, He was appointed as Assistant Director General of public security. On 28/12/2004, He was appointed as Director General of Public Security in Qatar.

At present he is the Director General of Public Security ( Chief of Police) in Qatar and also chairs the permanent committee for emergency in the Ministry of Interior, Permanent committee for drugs and alcohol affairs and National Campaign for Road Accidents Prevention.
